The Literacy Council is a nonprofit organization, funded through its own efforts and with the support of local groups. Donations are used chiefly to provide tutor training and materials for tutor and student use. All WLC services for students are provided free of charge.
The Council is associated with Washington Literacy, Whatcom Community College, Bellingham Technical College, Laubach Literacy International, and a nationwide coalition of literacy councils that has been in operation for over 50 years. (this blurb is from whatcomliteracy.org)
